EPC C minimum for landlords by 2028 — how are you preparing?

The government has confirmed that all rental properties will need a minimum EPC rating of C by 2028 (new tenancies) and 2030 (existing). Currently sitting on three properties:

- Property 1: EPC D (rated 58) — needs loft insulation and maybe a heat pump
- Property 2: EPC E (rated 42) — basically needs everything
- Property 3: EPC C already — no action needed

Quotes for getting Property 2 to a C are coming in at £12-15k. That's a year's profit wiped out.

How are other landlords handling this? Sell the worst-rated ones? Invest and increase rent? Is there any funding available?
